During a dinner reception at Treasures, a gentlemen’s club, Oakland, California’s Maritime Director James Kwon entertained about a dozen shipping industry executives, and racked up a tab in excess of $4,500.

The Houston, Texas, strip club was nearly shuttered in 2012 for being a “haven for drugs, prostitution and human trafficking.” According to ABC, there were 43 arrests for prostitution and delivery of a controlled substance at the club between 2008 and May of this year.
